Renee Zellweger Botox Speculations Rise At The Oscars (PHOTOS)

Renee Zellweger garnered a lot of attention on the Oscar red carpet last night. But it wasn't her glimmering Carolina Herrera gown that seemed to grab people's focus, but rather her face. Specifically, its lack of movement.

That's right, the 43-year-old sparked Botox rumors with her seemingly ageless complexion at the Academy Awards. Twitter was abuzz with speculation, but our favorite commenter had to be fellow celeb Jesse Tyler Ferguson. The "Modern Family" star tweeted a very specific warning to Best Actress winner Jennifer Lawrence:

Ouch. Even though stars like Kelly Ripa, Nicole Kidman and Jennifer Aniston have all admitted to trying the procedure (with mixed results), Botox remains a source of embarrassment for the Hollywood set. Plus, we always take this kind of plastic surgery guesswork with a hefty grain of salt.

Check out the photos of Renee at the Oscars and tell us: Do you think she had work done?

North Korea video: Welcome to theater of the bizzare

North Korea posted a strange video about an attack on New York City, accompanied by the tune 'We are the World.' Why you shouldn't worry.

By David Clark Scott,?Staff writer / February 5, 2013

North Korea posted this propaganda video of an attack on the US on its YouTube channel.

A propaganda video released by North Korea showing New York City being bombed is pure fantasy ? and just another weird window on the Hermit Kingdom's propaganda machine.

First, North Korea doesn't have a space shuttle (or the capability to launch one), as the video portrays in a boy's dream.

Second, North Korean doesn't yet have the capability to reach the US with one of their Unha rockets, let alone New York City.

As The Christian Science Monitor reported recently: "Concerns about their missile tests are overblown, according to RAND analyst Markus Schiller in a lengthy 2012 report on North Korea?s missile programs.

?Every launch further depletes the limited North Korean arsenals, and North Korea gains no real experience from these events. Since the purpose of the launches seems to be political, the United States and other nations should downplay or even ignore them,? he writes.

But this is classic North Korean propaganda, a sort of geopolitical WWE. All bluff and bluster. This latest video, like many before it, ignores copyrights and rips off from others.

Exhibit A of both weird and stolen: The theme music to this attack is "We are the World" by Lionel Richie and Michael Jackson. Really.

Exhibit B: The scenes of the New York attack are literally pulled directly from the video game "Call of Duty: Modern Warfare 3." according to the blogger Kotaku. Apparently, Activision agrees. They complained and YouTube took down the North Korean video.

Remember, this video is a North Korean boy's dream sequence, and it may be an apt metaphor for North Korea's ambition to be taken seriously around the world. That isn't to say that the leadership's nuclear ambitions aren't real and don't present a threat, especially to its neighbors.

"North Korea is likely to carry out multiple nuclear tests at two places or more simultaneously" to maximize scientific gains from the event, said South Korea?s outgoing President Lee Myung-bak in an interview with the Choson Ilbo newspaper today, according to Agence France-Presse. And the UN voted last month to increase the sanctions on North Korea.

But don't confuse North Korea's silly propaganda with reality.

If you peruse the North Korea YouTube channel, you will find Disney characters and an homage to North Korea's fantasy world. You will find North Korean soldiers in a kazoo orchestra, a brand new (and completely empty) bowling alley, and 40 minutes of synchronized swimming, according to Business Insider.

You can't make this stuff up. Oh, wait, yes you can if you're in North Korea.

Analysis: The near impossible battle against hackers everywhere

SAN FRANCISCO (Reuters) - Dire warnings from Washington about a "cyber Pearl Harbor" envision a single surprise strike from a formidable enemy that could destroy power plants nationwide, disable the financial system or cripple the U.S. government.

But those on the front lines say it isn't all about protecting U.S. government and corporate networks from a single sudden attack. They report fending off many intrusions at once from perhaps dozens of countries, plus well-funded electronic guerrillas and skilled criminals.

Security officers and their consultants say they are overwhelmed. The attacks are not only from China, which Washington has long accused of spying on U.S. companies, many emanate from Russia, Eastern Europe, the Middle East, and Western countries. Perpetrators range from elite military units to organized criminal rings to activist teenagers.

"They outspend us and they outman us in almost every way," said Dell Inc's chief security officer, John McClurg. "I don't recall, in my adult life, a more challenging time."

The big fear is that one day a major company or government agency will face a severe and very costly disruption to their business when hackers steal or damage critical data, sabotage infrastructure or destroy consumers' confidence in the safety of their information.

Elite security firm Mandiant Corp on Monday published a 74-page report that accused a unit of the Chinese army of stealing data from more than 100 companies. While China immediately denied the allegations, Mandiant and other security experts say the hacker group is just one of more than 20 with origins in China.

Chinese hackers tend to take aim at the largest corporations and most innovative technology companies, using trick emails that appear to come from trusted colleagues but bear attachments tainted with viruses, spyware and other malicious software, according to Western cyber investigators.

Eastern European criminal rings, meanwhile, use "drive-by downloads" to corrupt popular websites, such as NBC.com last week, to infect visitors. Though the malicious programs vary, they often include software for recording keystrokes as computer users enter financial account passwords.

Others getting into the game include activists in the style of the loosely associated group known as Anonymous, who favor denial-of-service attacks that temporarily block websites from view and automated searches for common vulnerabilities that give them a way in to access to corporate information.

An increasing number of countries are sponsoring cyber weapons and electronic spying programs, law enforcement officials said. The reported involvement of the United States in the production of electronic worms including Stuxnet, which hurt Iran's uranium enrichment program, is viewed as among the most successful.

Iran has also been blamed for a series of unusually effective denial-of-service attacks against major U.S. banks in the past six months that blocked their online banking sites. Iran is suspected of penetrating at least one U.S. oil company, two people familiar with the ongoing investigation told Reuters.

"There is a battle looming in any direction you look," said Jeff Moss, the chief information security officer of ICANN, a group that manages some of the Internet's key infrastructure.

"Everybody's personal objectives go by the wayside when there is just fire after fire," said Moss, who also advises the U.S. Department of Homeland Security.

HUNDREDS OF CASES UNREPORTED

Industry veterans say the growth in the number of hackers, the software tools available to them, and the thriving economic underground serving them have made any computer network connected to the Internet impossible to defend flawlessly.

"Your average operational security engineer feels somewhat under siege," said Bruce Murphy, a Deloitte & Touche LLP principal who studies the security workforce. "It feels like Sisyphus rolling a rock up the hill, and the hill keeps getting steeper."

In the same month that President Barack Obama decried enemies "seeking the ability to sabotage our power grids, our financial institutions, our air traffic control systems," cyber attacks on some prominent U.S. companies were reported.

Three leading U.S. newspapers, Apple Inc, Facebook Inc, Twitter and Microsoft Corp all admitted in February they had been hacked. The malicious software inserted on employee computers at the technology companies has been detected at hundreds of other firms that have chosen to keep silent about the incidents, two people familiar with the case told Reuters.

"I don't remember a time when so many companies have been so visibly 'owned' and were so ill-equipped," said Adam O'Donnell, an executive at security firm Sourcefire Inc, using the hacker slang for unauthorized control.

Far from being hyped, cyber intrusions remain so under-disclosed ? for fear leaks about the attacks will spook investors ? that the new head of the FBI's cyber crime effort, Executive Assistant Director Richard McFeely, said the secrecy has become a major challenge.

"Our biggest issue right now is getting the private sector to a comfort level where they can report anomalies, malware, incidences within their networks," McFeely said. "It has been very difficult with a lot of major companies to get them to cooperate fully."

McFeely said the FBI plans to open a repository of malicious software to encourage information sharing among companies in the same industry. Obama also recently issued an executive order on cyber security that encourages cooperation.

The former head of the National Security Agency, Michael Hayden, supports the use of trade and diplomatic channels to pressure hacking nations, as called for under a new White House strategy that was announced on Wednesday.

"The Chinese, with some legitimacy, will say 'You spy on us.' And as former director of the NSA I'll say, 'Yeah, and we're better at it than you are," said Hayden, now a principal at security consultant Chertoff Group.

He said what worries him the most is Chinese presence on networks that have no espionage value, such as systems that run infrastructure like energy and water plants. "There's no intellectual property to be pilfered there, no trade secrets, no negotiating positions. So that makes you frightened because it seems to be attack preparation," Hayden said.

Amid the rising angst, many of the top professionals in the field will convene in San Francisco on Monday for the best-known U.S. security industry conference, named after host company and EMC Corp unit RSA.

Several experts said they were convinced that companies are spending money on the wrong stuff, such as antivirus subscriptions that cannot recognize new or targeted attacks.

RSA Executive Chairman Art Coviello and Francis deSouza, head of products at top vendor Symantec Corp, both said they will give keynote speeches calling for a focus on more sophisticated analytical tools that look for unusual behavior on the network ? which sounds expensive.

Others urge a more basic approach of limiting users' computer privileges, rapidly installing software updates, and allowing only trusted programs to function.

Some security companies are starting over with new designs, such as forcing all of their customers' programs to run on walled-off virtual machines.

With such divergent views, so much money at stake, and so many problems, there are perhaps just two areas of agreement.

Most people in the industry and government believe things will get worse. Coviello, for his part, predicted that a first-of-its kind - but relatively simple - virus that deleted all data on tens of thousands of PCs at Saudi Arabia's national oil company last year is a harbinger of what will come.

And most say that the increased mainstream attention on cyber security, even if it fixes uncomfortably on the industry's failings and tenacious adversaries, will help drive a desperately needed debate about what do to internationally and at home.

Research to probe deep within a solar cell

Feb. 25, 2013 ? Engineers and scientists from the University of Sheffield have pioneered a new technique to analyse PCBM, a material used in polymer photovoltaic cells, obtaining details of the structure of the material which will be vital to improving the cell's efficiency. The findings are published in Applied Physics Letters.

Working with the ISIS pulsed neutron and muon source at the Science and Technology Facilities Council Rutherford Appleton Laboratory, the researchers are the first to use a cutting-edge neutron scattering technique called SERGIS to analyse PCBM. The technique -- still very much in development -- has so far only been tested on samples with well-known, regular structures, such as diffraction gratings.

The experiment focused on crystallites of PCBM which were on the surface of a thin film of the solar cell material as the researchers could then verify their findings using other analysis techniques, such as atomic force microscopy. But they believe the technique could in future be used to analyse the material's structure deep inside the active layers of a solar cell. This will enable them to understand how different fabrication methods impact on the cell's structure, and therefore its efficiency.

Dr Alan Dunbar from Sheffield's Faculty of Engineering explains: "The SERGIS technique uses polarised neutrons which are bounced off the sample being tested. Where the resulting neutrons end up and how their polarisation has changed tells us information about the structure within our samples. The advantage of this type of technique is that because neutrons only interact weakly with the sample we can probe much deeper where many microscopy techniques cannot see."

"This is the first time the technique has been used to look at this material which is of real interest to science. It enabled us to map the size of the PCBM crystallites and the distance between them, both properties which are key to improving efficiency."

Research into photovoltaics is one of many areas of energy research conducted at the University of Sheffield, including wind power, nuclear power, biofuels, district heating and carbon capture.

SERGIS -- which stands for neutron spin echo resolved grazing incidence scattering -- can only be conducted in a few places worldwide, among them the ISIS pulsed neutron and muon source in Oxfordshire.

Lawmakers dispute records for private gun sales

WASHINGTON (AP) ? A dispute over whether to require record keeping for private gun sales is holding up a compromise between Republican and Democratic senators over expanding background checks for firearms transactions, one of President Barack Obama's top gun control priorities, people familiar with the private talks said Sunday.

Two GOP and two Democratic senators have been looking for a compromise on requiring more of the checks, currently required only for transactions by federally licensed dealers. Private transactions at gun shows, online and elsewhere are not covered by the system, which is designed to keep firearms from criminals, people with serious mental problems and others.

The senators have been bargaining quietly over ways to expand the checks to private sales. But Sen. Tom Coburn, R-Okla., a conservative who has taken a leading role in the talks, has opposed requiring record keeping for private transactions because of a concern it could lead to a national registry of gun owners, which is vehemently opposed by the National Rifle Association and other gun rights groups.

Democrats say keeping records of private sales is the only way to ensure the checks are performed, and say fears of the creation of a federal gun registry are unfounded. They have offered to have gun manufacturers or other private entities, not the government, keep those records.

The talks were described by a Senate aide and a lobbyist who spoke on condition of anonymity because the senators' talks are private and considered extremely politically sensitive.

The other senators participating in the bargaining are liberal Charles Schumer, D-N.Y., moderate Joe Manchin, D-W.Va., and moderate Mark Kirk, R-Ill.

An agreement involving the influential Coburn could be pivotal because it could pave the way for other Republicans to support a background check bill.

Coburn said Sunday that he opposed keeping records on "legitimate, law-abiding gun owners."

"All they have to do is create a record keeping and that will kill this bill," he said on "Fox News Sunday."

The bargainers are close to agreement on other parts of the background check compromise, including carving out exemptions for sales between close relatives and for people who have already been cleared to receive concealed carry permits. They are also working toward creating an appeals process for veterans initially denied guns because they have been treated for traumatic stress disorder.

Chairman Patrick Leahy, D-Vt., of the Senate Judiciary Committee is hoping his panel can begin writing gun control legislation this week, but that is considered likely to slip until the following week. His panel is expected to approve legislation on background checks and stiffer federal penalties against illegal gun trafficking.

It is unclear whether there will be enough votes to approve two other Obama priorities: bans on assault weapons and magazines carrying more than 10 rounds of ammunition.

BHP's Kloppers Says Chinese Mineral Demand to Slow

SYDNEY--Growth in China's demand for mineral commodities could slow substantially over the coming years, forcing miners to focus on cutting costs, outgoing BHP Billiton Ltd. (BHP, BHP.AU) Chief Executive Marius Kloppers said in an interview televised Sunday.

Over the next five years, Chinese demand for minerals could slow to growth of between 2% and 4% a year from 15% to 20% a year, Mr. Kloppers told the Australian Broadcasting Corp. in a joint interview with Chief Executive-elect Andrew Mackenzie. Mr. Kloppers didn't mention specific minerals.

"That means the suppliers will be able to respond and meet demand and, therefore, you have to be low-cost and you have to take into account that price is not going to help you here," Mr. Kloppers said.

His comments come after the world's biggest mining company by market capitalization on Wednesday announced that Mr. Kloppers will step down in May and be replaced by Mr. Mackenzie, the current head of the company's nonferrous metals division.

Mr. Mackenzie reiterated comments made Wednesday that he'll be committed to improving productivity at the miner, saying it will be a "top theme" of his tenure.

All personal, all business in fierce GOP opposition to Obama's pick of Hagel for Pentagon job

WASHINGTON - The fierce Republican opposition to President Barack Obama's nomination of Chuck Hagel to be defense secretary is personal and business.

The nasty fight long has been seen as a proxy for the never-ending scuffles between the Democratic president and congressional Republicans, with barely any reservoir of good will between the White House and lawmakers, and the GOP still smarting over the November election results.

Barring any surprises, the drawn-out battle over Hagel's nomination probably will end this coming week with his Senate confirmation. But his fellow Republicans have roughed him up.

A vote is expected on Tuesday.

In the weeks after Obama secured a second term, Republicans knocked out a presidential favorite, U.N. Ambassador Susan Rice, and dashed her secretary of state hopes over her widely debunked remarks about protests precipitating the assault on the U.S. diplomatic mission in Libya on Sept. 11.

Emboldened Republicans then set their sights on Hagel, whose GOP classification won him no points with the party.

The former two-term Nebraska senator was widely viewed as a political heretic. He disagreed with President George W. Bush over the Iraq war, stayed on the sidelines in the 2008 president race between Obama and the Republican nominee, Arizona Sen. John McCain, and endorsed fellow Vietnam veteran and former Democratic Sen. Bob Kerrey in last year's Nebraska Senate race.

Republicans remember it well.

"There's a lot of ill will toward Sen. Hagel because when he was a Republican, he attacked President Bush mercilessly, at one point said he was the worst president since Herbert Hoover, said the surge (of U.S. troops in Iraq) was the worst blunder since the Vietnam War, which is nonsense, and was anti-his own party and people," McCain said in an interview on Fox News on the day Republicans stalled Hagel's nomination.

Hagel didn't help his cause with his past opposition to unilateral penalties against Iran, his comment about the influence of the "Jewish lobby" in Washington, his support for reducing the nation's nuclear arsenal and remarks that created widespread doubts about his backing for Israel.

His halting and uneven performance at his confirmation hearing also hurt his nomination.

McCain, one of Hagel's friends during their years in the Senate, would have been a crucial vote to help sway other Republicans to back the nominee. Instead, he is one of more than a dozen opposing Hagel.

"I think he will have been weakened, but having said that, the job that he has is too important," McCain told reporters Friday during a visit to Mexico. "I know that I and my other colleagues, if he's confirmed, and he very likely will be, will do everything we can to work with him."

The nomination fight also is about the business of re-electing Republicans in 2014. Challenging the Democratic president over his nominations and policies is clearly a winner with the conservative base, a point not lost on GOP incumbents wary of challenges from the tea party.

South Carolina Republican Sen. Lindsey Graham, who's up for re-election next year, is getting high marks from Republicans for his relentless effort to get more information about the Sept. 11 attack in Benghazi, Libya, and his fierce opposition to Hagel.

"Most people down here think he's dead-on in his arguments and hope that he continues to press the issues," said Warren Tompkins, a longtime GOP strategist.

The Libya attack that killed Ambassador Chris Stevens and three other Americans has been a political flashpoint for Republicans who accused the Obama administration of an election-year cover-up of a terrorist assault.

An independent review conducted by respected former diplomats failed to mollify the GOP, who demanded testimony from Hillary Rodham Clinton, secretary of state when the attack occurred, and Defense Secretary Leon Panetta.

Graham has been at the forefront in seeking emails, communiques and videos while threatening to delay both Hagel's nomination and that of CIA Director-nominee John Brennan, who also has become entangled in the Libya dispute.

During a stop in Easley, S.C., this past week, Graham insisted that his effort has nothing to do with politics.

"It's not because he's a Democrat and I'm a Republican," he said, referring to Obama. "It's because it really was system failure and we need learn from it. We have not gotten the information, and we're going to get it if I have to die trying."

The White House has agreed to give the Senate Intelligence Committee additional documents related to the Benghazi attack, according to a congressional aide said. The material includes emails between national security officials showing the debate within the administration over how to describe the attack.

Graham also has been intense in opposing Hagel, portraying the former GOP senator as an out-of-the-mainstream radical. Some of the toughest questions of Hagel during his confirmation hearing last month came from Graham, who seized on Hagel's "Jewish lobby" remark and asked him to "name one dumb thing we've been goaded into doing due to pressure by the Israeli, Jewish lobby."

Hagel was often tentative in his response in the face of GOP grilling.

"He's leading, he's governing," Glenn McCall, the chairman of the York (S.C.) County Republican Party and a GOP committeeman, said of Graham. "More and more I talk to Republicans ? and even those that are conservative Democrats ? I think folks are looking for leadership."

Both Tompkins and McCall cited a Winthrop University poll released last week that showed Graham with strong support from registered Republicans in the state, with 72 percent holding a favorable opinion of the senator.

It's a turnaround from several years ago when Graham's work with Democrats on climate change and immigration as well as his votes for Obama's nominees for the Supreme Court angered South Carolina Republicans, with some calling him out of touch and Charleston and Lexington counties voting to censure him over his bipartisan work.

"It might be the right thing to do ... but when you partner with Hillary Clinton or you partner with John Kerry, you're going to be looked upon with a lot of suspicion in South Carolina," Tompkins said. "You have to be careful who you dance with."

Kerry, a former Democratic senator from Massachusetts, has just replaced Clinton as secretary of state.

Graham still may face a primary challenge, but he and other GOP incumbents are determined to head off any conservative uprising as Utah Sen. Orrin Hatch successfully did in his 2012 race. They want to avoid the fate of the only GOP primary loser last year ? Indiana's longtime Sen. Dick Lugar.

Texas Sen. John Cornyn, the No. 2 Republican and a candidate next year, took the lead on the Senate floor to block a vote on Hagel on Feb. 14 and was one of 15 Republicans last week to call for Obama to withdraw the nomination.

Cornyn got a primary challenger last week.

Firefox phones coming this summer

(AP) ? Mozilla, the non-profit foundation behind the popular Firefox Web browser, is getting into phones. But it's not stopping at Web browsers ? it's launching an entire phone operating system.

The Mountain View, Calif.-based foundation said Sunday that phones running Firefox OS will appear this summer, starting in Brazil, Colombia, Hungary, Mexico, Montenegro, Poland, Serbia, Spain and Venezuela.

The Firefox OS will land in a crowded environment, where many small operating systems are trying to become the "third eco-system," alongside Apple's iOS and Google's Android. Together, those two account for 91 percent of smartphone sales, according to research firm IDC.

Mozilla Foundation has an ally in phone companies, who are interested in seeing an alternative to Apple and Google, particularly one coming from a non-profit foundation. Thirteen phone companies around the world have committed to supporting Firefox phones, Mozilla said, including Sprint Nextel in the U.S., though it gave no time frame for a release. Other supporters include Telecom Italia, America Movil of Mexico and Deutsche Telekom of Germany. DT is the parent of T-Mobile USA, but plans to sell Firefox phones first in Poland.

Phone makers that plan to make Firefox phones include Huawei and ZTE of China and LG of Korea. The first devices will be inexpensive touchscreen smartphones.

All the phones will run on chips supplied by San Diego-based Qualcomm Inc., whose CEO Paul Jacobs appeared at Mozilla's press event Sunday in Barcelona, Spain, on the eve of the world's largest cellphone trade show.

The industry has seen various attempts to launch "open" smartphone operating systems, with little success. Jay Sullivan, vice president of products at Mozilla, said these failed because they were designed "by committee," with too many constituents to please. While developing and supporting the Firefox browser, Mozilla has learned to develop large-scale "open" projects effectively, he said.

He also said that putting quality third-party applications on Firefox phones will be easy, because they're based on HTML 5, an emerging standard for Web applications.

"Firefox OS has achieved something that no device software platform has previously managed - translating an industry talking shop into a huge commitment from both carriers and hardware vendors at its commercial launch," said Tony Cripps an analyst at research firm Ovum. 11 dead in explosions in southern Indian city

HYDERABAD, India (AP) ? A pair of bombs exploded Thursday evening in a crowded shopping area in the southern Indian city of Hyderabad, killing at least 11 people and wounding 50 more in the worst bombing in the country in more than a year, officials said.

The blasts occurred about two minutes apart at around 7 p.m. outside a movie theater and a bus station, police said. Storefronts were shattered, motorcycles covered in debris, and food and plates from a roadside restaurant were scattered on the ground near a tangle of dead bodies. Passersby rushed the bleeding and wounded out of the area.

"This is a dastardly attack, the guilty will not go unpunished," Prime Minister Manmohan Singh said. He appealed to the public to remain calm.

The bombs were attached to two bicycles about 150 meters (500 feet) apart in Dilsukh Nagar district, Home Minister Sushilkumar Shinde said. The district is a usually crowded shopping area near a residential neighborhood.

Eight people died in one explosion and three in the other, Shinde told reporters in the Indian capital of New Delhi.

Mahesh Kumar, a 21-year-old student, was heading home from a tutoring class when a bomb went off.

"I heard a huge sound and something hit me, I fell down, and somebody brought me to the hospital," said Kumar, who suffered shrapnel wounds.

Hyderabad, a city of 10 million, is a hub of India's information technology industry and has a mixed population of Muslims and Hindus.

The explosions Thursday were the first major bomb attack to hit India since a September 2011 blast outside the High Court in New Delhi killed 13 people. The government has been heavily criticized for its failure to arrest the masterminds behind previous bombings.

Home Secretary R.K. Singh said officials from the National Investigation Agency and commandos of the National Security Guards were leaving New Delhi for Hyderabad.

Rana Banerji, a former security official, said India remains vulnerable to such attacks because there is poor coordination between the national government and the states. Police reforms are also moving very slowly and the quality of intelligence gathering is poor, he said.

"The concept of homeland security should be made effective, on a war footing," he said.

India has been in a state of alert since Mohammed Afzal Guru, a Kashmiri, was hanged in a New Delhi jail nearly two weeks ago. Guru had been convicted of involvement in a 2001 attack on India's Parliament that killed 14 people, including five gunmen.

Many in Indian-ruled Kashmir believe Guru did not receive a fair trial, and the secrecy with which the execution was carried out fueled anger in a region where anti-India sentiment runs deep.

?New Delhi - Police say investigators are searching villages in western India for suspects in the rape and killing of three young sisters.

The killing of the girls aged 7, 9 and 11 last week has horrified Indians still angry over the gang rape and killing of a student on a moving bus in New Delhi in December. The youngest girl had earlier been erroneously identified by Indian news reports as a 5-year-old.

The girls' bodies were found six days ago in a village well in Bhandara district in Maharashtra after they had gone missing from school.

The victims' mother said police did not take the case seriously and did nothing for several days until villagers held protests.

Police officer Abhinav Deshmukh said Friday that 30 investigators are now working on the case. - Sapa-AP

Winning plan of attack

If you think today?s result will just be a one-off, your memory?s short. This is how Chelsea did it last year. This is how Manchester United did it in 2008 and how Chelsea nearly derailed them a year later. This is how Barcelona goes out, but unlike recent years that saw opponents get a goal and hold out, Milan got two. And now one of the tournament favorites is on the brink of leaving UEFA Champions League before they?ve even managed to threaten their opponent?s goal.

That?s how surprisingly lopsided today?s match was, though that imbalance won?t be reflected in the possession stat. At 73 percent, Barcelona held even more of the ball than they?re used to. Yet paradoxically, their attack was far more feeble, only putting one shot on Milan goalkeeper Christian Abbiati. Bar?a never showed the will or ability to solve what?s becoming a surprisingly reliable formula.

That formula: Defend. It?s not complicated. Just keep defending to the extreme and wait for your chances, no matter how long it takes. If you stay focused, camp behind the ball, and force Barcelona to move through you, they can be beat. All you need is one moment ? one good bounce, one swift movement ? and you can derail one of the best teams in the world.

?The result is definitely unexpected,? Milan midfielder Riccardo Montolivo conceded after his team?s 2-0 victory. ?We faced the best team in the world.?

Milan?s first moment came in the 57th minute, the first real chance of a game that had been chance-less. Off a restart near the edge of their attacking third, Milan let midfielder ?Montolivo try from distance. His shot from 30 yards out hit a Barcelona player, went off the hand of Cristian Zapata, and fell for Kevin Prince-Boateng. The Milan attacker turned on his left foot and fired with his right from just inside the box, the bang-bang action leaving Victor Vald?s flat-footed as the game?s winning goal flexed the right side of his net.

It was a stroke of bad luck for the Catalans, but sauntering through their road leg with the intensity of camel, Bar?a was ripe to be caught. It nearly happened in the 11th minute, when Milan broke with numbers after a corner kick. It almost happened in the 16th minute, when a poor touch from Stephan El Shaarawy is all that prevented a point-blank chance on goal. Thanks to long passes from Montolivo and the constant threat of El Shaarawy getting behind right back Dani Alves, Milan was always one movement away from taking the lead.

?We couldn?t create chances, Milan was well-organized,? Alves said before?conceding, ?We could have competed a bit better.?

Lightning stuck for a second time in the 80th minute when a ball chipped forward M?Baye Niang allowed the French teenager to find El Shaarawy in the box. The young Italian lifted a ball over the right side of Bar?a?s defense for an oncoming Sulley Muntari, whose finish back across goal put Barcelona on the edge of elimination.

?It was the most important goal of my career,? Muntari said afterward.

No doubt Barcelona controlled the match, but their command was passive, their assured but serene possession playing into Milan?s hands. With three compact midfielders, wingers tracking deep, and a defensive so far back they rarely had to worry about anything behind them, the Rossoneri?willing ceded a control that never mattered. They may have only held 27 percent possession, but putting three shots on goal to Barcelona?s one, Milan were the more dangerous side.

?This is a very negative result,? Iniesta said after the match. ?When you don?t show up for the game, this can happen.?

With their 2-0 victory, Milan proved more than opportunistic. They were the better side, one that leaves Barcelona needing two goals to have a chance of survival. But even before worry about converting chances, Bar?a needs to figure out who to create some.

source: Man of the Match:?Montolivo and El Shaarawy were key to how Milan set up, but?Kevin Prince Boateng?s?finish is what set Milan on their way. Not everybody would have gotten that shot on goal, let alone hit a ball so well that the opposition keeper was left?flat-footed. Reflexively shooting as he turned on the ball, Prince allowed Milan to reap the rewards of an extreme but highly successful approach.

And the former Ghanian international did his part on the other end, too, coming back from his right wing position to set up in the area normally patrolled by Andr?s Iniesta. The Bar?a star had a quiet day, and although it was unclear Boateng was the cause of that, his positioning and willingness certainly helped, particularly when he was called on to track Jordi Alba?s runs (as he memorably did to win a ball behind Milan?s line in the 43rd minute).

Threesome of knowledge: What we learned

Allegri, Milan have come a long way -?In the wake of the Zlatan Ibrahimovic-Thiago Silva sale, Milan got off to a terrible start to the season. They fell to the bottom half of the Serie A table while struggling to get through their Champions League group.

Now the team sits third and have a path into the Champions League quarterfinals. What happened?

Massimiliano Allegri was given time to figure his new team out, something that didn?t look certain to happen as the?Rossoneri?stumbled out of the gate. But slowly Allegri determined El Shaarawy was capable of carrying the scoring burden. He?incorporated?Montolivo, tweaked Prince?s role, and forged a viable central defense from Philippe Mexes, Cristian Zapata, and Mario Yepes.

Along the way, he moved away from Alexandre Pato. Robinho is no longer a major part of this team. Antonio Nocerino, a find last season, isn?t a vital cog in midfield.

Six months after fans were calling for his ouster, Allegri took apart Barcelona. That?s how far his team has come.

source: Getty ImagesWhere did Lionel Messi go? -?The best player in the world was a complete non-factor. Milan was tight and compact through the middle, giving Messi no space to work, but even when the Balon d?Or winner started going wide right in an attempt to find room to work, he failed to have an impact on the game. Aside from a 29th ?flash when he beat left back Kevin Constant, Messi might as well have been on the?sidelines.

For only the second time this season, Messi was held without a shot on goal.

It?s not like Barcelona?s other stars were much better. Xavi Hern?ndez and Andres Iniesta played a bigger part in the game, but that?s to be expected. Milan wasn?t crowding the areas were they operate. Cesc F?bregas and Pedro Rodr?guez? Their names were rarely called.

Messi, however, usually finds a way to break through. Even when he?s off, he?s capable of finding a moment of brilliance. Tonight, he wasn?t even close.

A portable approach -?Milan?s tactics weren?t complicated. They weren?t dependent on anything specific to the San Siro, and as we?ve seen in recent years, other teams have been able to execute this approach on the road. There?s no reason why Milan can?t replicate this performance in Spain. Carrying two goals out of the San Siro, they even have license to be more extreme.

Barcelona may be able to break through in Spain, but odds are they?ll lose if they don?t change things up. They know their recent history. They know they need a Plan B. They can?t just assume dogma will win out.

The question is whether they can change. Do they have enough diversity of talent within the team to make the necessary changes? Is there even enough familiarity with a different approach to make those tweaks viable? Is there the will to try?

Barcelona?s in big trouble, and their problems transcend the score. They?re not a team well equipped to address this kind of challenge. They may be left with no recourse but to play their normal style and hope this time it wins out.

Packaged for takeaway

  • Victor Vald?s actually had a good day, particularly in the first half where a couple of aggressive reads helped him snuff out changes before they developed. But there was little he could have done to prevent either goal.
  • The matchup between El Shaarawy and Alves was a particularly interesting one, with the young Italian tasked with tracking the Barcelona wingback. Early, it became evident Milan was going to try and exploit Alves?s want to push forward, with Montolivo constantly firing diagonals behind the Bar?a right back. Though the matchup never really bore fruit, it still helped define how Milan set up.
  • Mario Balotelli is cup-tied, having appeared in the competition with Manchester City. He was seen celebrating on the sidelines during the match?s final moments.
  • Looking at Barcelona?s bench, it?s unclear how they could have significantly changed their team. Alexis Sanchez came on, and Javier Mascherano eventually replaced a cut Carles Puyol, but the rest of the team represents a series of more-or-less like-for-like options: Alexander Song, Cristian Tello, Mart?n Montoya, and Thiago Alcantera.

Stay with us throughout Wednesday as we take a look at the day?s other match, Turkish champions Galatasaray hosting Germans Schalke 04.

Obama settles on EPA, Energy Department nominees: source

WASHINGTON (Reuters) - President Barack Obama intends to nominate air quality expert Gina McCarthy to lead the U.S. Environmental Protection Agency and nuclear physicist Ernest Moniz to head the Department of Energy as early as this week, according to a source familiar with the process.

McCarthy would likely become the face of Obama's latest push to fight climate change. Currently the assistant administrator for the EPA Office of Air and Radiation, she would replace Lisa Jackson, who stepped down as EPA chief this month.

Moniz, a former undersecretary of energy during the Clinton administration, is director of the Massachusetts Institute of Technology's Energy Initiative, a research group that gets funding from industry heavyweights including BP, Chevron, and Saudi Aramco for academic work on projects aimed at reducing greenhouse gases.

Moniz would replace Steven Chu, a Nobel Prize-winning physicist, who is stepping down.

The source said announcements of the two nominations were possible this week but were more likely to come later.

McCarthy has the respect of environmental groups and a reputation for working well with utilities and state regulators, which bear the brunt of implementing EPA rules.

But she will face tough questions from Republican lawmakers who believe the EPA has gone too far in its rules, which they argue have hurt the economy.

Obama has taken up climate change as one of his main second-term challenges, warning during his State of the Union speech to Congress that his administration would consider taking executive actions to fight the problem if lawmakers fail to revive a market-based system to regulate carbon emissions.

The EPA would likely be the agency to implement such executive actions.

"Gina is a true-blue environmentalist, but she is at least willing to make changes when people have legitimate concerns," said Jeffrey Holmstead, a former EPA official who held McCarthy's current job in President George W. Bush's administration and is now a lobbyist for energy interests.

He said he expected the Senate to confirm McCarthy because she had shown a willingness to work with industry.

A Boston native, McCarthy came to Washington after serving as the top environmental regulator in Massachusetts and Connecticut under Democratic and Republican governors.

Former Massachusetts Governor Michael Dukakis, a Democrat, appointed her chairwoman of a council to oversee a review of a proposed hazardous waste incinerator in the Boston area in 1990.

She later served as an environmental policy adviser to then-Massachusetts Governor Mitt Romney and launched the state's first Climate Protection Action Plan. Romney was Obama's Republican opponent in the 2012 presidential election.

In 2004, McCarthy was appointed to head Connecticut's Department of Environmental Protection under then-Governor Jodi Rell, also a Republican, and helped lead the state into a carbon cap-and-trade system for Northeastern states, known as the Regional Greenhouse Gas Initiative.

SCIENTIST AT THE HELM

By choosing Moniz, Obama would put another scientist at the head of the Department of Energy, despite a sometimes rocky tenure for Chu.

At MIT, Moniz led intensive studies about the future of coal, nuclear energy and natural gas, and he helped attract funding and research momentum to energy projects on campus.

People familiar with Moniz's work said, if chosen, he would bring his own energy and pragmatism to the job.

"He has a kind of boundless enthusiasm that's infectious," said George Shultz, a former secretary of state in the Reagan administration who is head of an advisory committee for the MIT Energy Initiative.

"He knows a lot about the subject in all its dimensions," Shultz said.

Some green groups are skeptical about Moniz because of his support for natural gas and have started petitions against his potential nomination.

They are wary of hydraulic fracturing, or "fracking," a method used by gas drillers to blast sand, water and chemicals into layers of shale to unleash natural gas trapped deep beneath the ground.

Moniz earned kudos for a pragmatic approach toward using research to find ways to reduce carbon pollution from fossil fuels and transition to cleaner forms of energy.

"It's clearly part of his DNA," said Phil Sharp, a former congressman who now leads the research group Resources for the Future and has worked with Moniz on panels.

"Those in the advocacy community who are really deep in the substance find they can work with him," Sharp said.

Trans Mountain oil pipeline apportioned for March

CALGARY, Alberta, Feb 21 (Reuters) - Kinder Morgan Energy Partners LP said on Thursday that shippers on its routinely overbooked Trans Mountain oil pipeline system between Alberta and the Pacific Coast will be limited to only 33 percent of their hoped-for volumes in March.

Kinder Morgan said capacity on the system, which carries Canadian crude to the Vancouver-area and Washington state refineries, was over-nominated by 67 percent.

Nominations have exceeded capacity since late 2010.

For next month, Kinder Morgan said total accepted nominations for the system are 290,663 barrels per day for the Trans Mountain pipeline, 134,662 bpd for the Puget Sound line and 78,207 bpd for the Westridge Dock.

Severed underground gas pipe led to fatal Kansas City explosion

KANSAS CITY, Missouri (Reuters) - A blast and fire that flattened a Kansas City restaurant, killing a young woman and injuring 15 others, apparently erupted an hour after a contractor installing cable nearby severed a natural gas line and caused a leak, officials said on Wednesday.

The eatery, JJ's restaurant, in the upscale Country Club Plaza district of shops, restaurants and hotels considered a Kansas City landmark, was engulfed by flames at dinnertime on Tuesday after an explosion thought to have originated inside the restaurant.

Several patrons and employees were inside the restaurant and wine bar at the time of the blast, which blew out some windows in adjacent buildings. The remains of a woman were pulled from the rubble on Wednesday.

Contractor Heartland Midwest had been drilling into the ground about an hour before the blast on Tuesday and hit a 2-inch pipe near the restaurant, Rob Hack, chief operating officer of Missouri Gas Energy, told a news conference.

Gas built up in and around JJ's and was apparently ignited inside the building just as gas company crews were trying to repair the severed pipe outside, Hack said, adding that the source of the ignition was not yet clear.

Heartland Midwest could not be reached for comment.

The explosion killed one person who was in the bar area of the restaurant, Fire Chief Paul Berardi said. The victim's name and gender were not released but city officials have referred to her unofficially as a young woman.

"We have run down every lead which we are currently aware of for possible missing persons and have found no more victims at this time," Berardi told a news conference on Wednesday. "The search-for-victims phase has ceased ... and we are moving on to the cause, origin and the property damage assessment phase."

Three people were listed in critical condition and three others in serious condition on Wednesday at area hospitals, officials said. Three gas company employees were among the injured, Hack said.

Berardi said Heartland Midwest called 911 just before 5 p.m. on Tuesday to report the breach of the line, and the fire department notified Missouri Gas Energy in turn.

Hack said gas company workers using a backhoe dug down to the breach to try to vent the gas, and that crews measured the level of natural gas in the air and recommended employees evacuate the restaurant, Hack said.

Some people remained inside when the explosion and fire occurred, he said, adding that the backhoe did not trigger the blast.

The explosion blew out windows in adjacent buildings and triggered a fire that reached several stories into the sky. More than 100 firefighters responded to the blast and fire.

Search for victims after huge K.C. blast

KANSAS CITY, Mo. (AP) ? Cadaver dogs searched through the smoldering rubble of a Kansas City restaurant after a gas explosion sparked a massive blaze Tuesday evening in an upscale shopping district.

More than a dozen people were injured in the blast and resulting fire, which occurred just after 6 p.m. and completely destroyed JJ's restaurant. There were no reports of fatalities by Tuesday night, though authorities cautioned that could change because it was unclear how many people were inside at the time of the blast.

Kansas City Fire Chief Paul Berardi said cadaver dogs were called to the scene because of the size of the conflagration.

"I would always fear there are fatalities in a scene like this," Berardi said.

He said results of the search would take hours and that he expected his crews would be working the scene through the night.

City Manager Troy Schulte said it appeared an accident by a utility contractor had caused the blast, and a statement from utility Missouri Gas Energy late Tuesday reiterated that possibility, but Berardi and others cautioned that the cause was still being investigated.

"This investigation is ongoing," Berardi said. "We do have reports that there was an odor of gas earlier. But, again, this investigation needs to be concluded before we want to speculate on any of that."

Indeed, the smell of gas was very strong in the area hours after the blast. Berardi said the utility stopped the flow of gas about 8 p.m., and utility crews could be seen working in the area after the blast.

Witnesses noted street signs indicated utility work was being done in the area, and a JJ's employee said the restaurant was open but undergoing renovations.

Mayor Sly James was at the scene after the blast, praising the work of first responders.

"The first thing we need to be concerned about is the people that are injured," James said.

Police Sgt. Tony Sanders said the manager of JJ's restaurant was unable to account for three people, but it was unclear whether they were caught in the blaze or had left earlier.

The University of Kansas Hospital was treating six people injured in the blast, said spokesman Bob Hallinan. He said one person was in critical condition, two were in serious condition and two others were expected to be released. He said all of those injuries were traumatic, such as broken bones, rather than burns or smoke inhalation. The final patient there was a burn victim who was transferred from Truman Medical Center, Hallinan said.

Dr. Marc Larsen, medical director of the emergency room at St. Luke's Hospital, which is near the scene of the fire, said they had treated eight people, six of whom were walk-ins with minor injuries. He said two males were in critical condition and would be kept overnight. He said one had extensive burns and another had facial trauma.

Jim Ligon, a JJ's bartender, said he wasn't working Tuesday night but started getting texts and calls from co-workers minutes after the explosion. He said the incident happened during the peak of weekday happy hour, when there is typically anywhere from 15 to 45 people in the bar area as well as three to five tables of diners at the restaurant.

"JJ's has a small staff, a family feel," said Ligon, 45, of Kansas City, Mo. "You see the same 100 people all the time ? a bar and restaurant for regulars. We're just really hoping we come out of here OK in terms of injuries."

Ligon said he was on his way Tuesday night to meet up with co-workers at another bar in town to talk about the incident.

The shopping area was established in 1922 by J.C. Nichols. Based on the architecture of Seville, Spain, it includes retail, restaurants, apartments and offices.

WASHINGTON ? Secretary of State John Kerry won't visit Israel on his first official trip to the Middle East, U.S. officials said on Tuesday as they announced a jam-packed itinerary through nine nations, including several in Europe.

Kerry's maiden voyage begins on Sunday. He will visit close U.S. allies and partners in Britain, Germany, France, Italy, Turkey, Egypt, Saudi Arabia, United Arab Emirates and Qatar. His diplomacy will focus on the conflicts in Mali, Syria and Afghanistan, said State Department spokeswoman Victoria Nuland.

There will be no stops in Israel or the Palestinian territories, which together have formed an epicenter of American diplomatic efforts during the past six decades.

Nuland said the United States is waiting for Israeli political parties to form a new government after their recent elections.

?The Israelis are still working on their coalition,? she told reporters, adding that Kerry won't travel to Jerusalem or Ramallah in the West Bank until this spring ? when he accompanies President Obama.

The announcement likely will dampen any lingering hopes that the Obama administration might unveil a fresh initiative to revive the moribund Mideast peace process.

The State Department didn't formally announce stops in Israel or the West Bank on Kerry's first trip, but officials cited them among the most likely destinations to lay the groundwork for Obama's upcoming visit.

Nuland said the former Massachusetts senator is primarily on a ?listening tour? regarding Syria. He also won't advocate any shift in U.S. policy that would involve military support for the rebels fighting President Bashar Assad's regime.

Not on the agenda is a face-to-face with Russia's foreign minister. Russia has stymied efforts to halt the violence in Syria.
