NASA Checks Tundra for Greenhouse Gases

Tons of carbon and methane lie under the Arctic tundra, trapped in ice. The frozen ground, called permafrost, covers nearly a quarter of the Northern Hemisphere.

Global warming is thawing patches of permafrost, releasing carbon dioxide and methane ? both greenhouse gases ? into the atmosphere. An airborne NASA mission called CARVE (Carbon in Arctic Reservoirs Vulnerability Experiment) is tracking the gas emissions to better estimate their impact on climate change.

"Permafrost soils are warming even faster than Arctic air temperatures, as much as 2.7 to 4.5 degrees Fahrenheit [1.5 to 2.5 degrees Celsius] in just the past 30 years," Charles Miller, a research scientist at NASA's Jet Propulsion Laboratory in Pasadena, Calif., said in a statement. "As heat from Earth's surface penetrates into permafrost, it threatens to mobilize these organic carbon reservoirs and release them into the atmosphere as carbon dioxide and methane, upsetting the Arctic's carbon balance and greatly exacerbating global warming," said Miller, principal investigator for the five-year mission.

Skimming just 500 feet (150 meters) above the Alaskan tundra in a C-23 Sherpa plane, researchers will use radar and gas sensors on the aircraft to measure soil moisture, surface temperature and gas emissions while the permafrost melts.

Results from the first year of experiments, collected in 2012, revealed very different patterns of methane and carbon dioxide release than expected based on models, Miller said. On the eastern Yukon River, in the Innoko Wildnerness, methane levels over swamps were 650 parts per billion (ppb) higher than normal background levels. "That's similar to what you might find in a large city," he said. (Parts per billion means that for every billion molecules in the atmosphere, 650 of them are methane, in this particular case.)

Figuring out how much methane and carbon will be released by melting permafrost will help climate modelers predict the Arctic soil's contribution to global warming. If the tundra gets warmer and drier, it will likely release mostly carbon dioxide, models predict. But if the region gets warmer and wetter, more methane will be released instead of carbon dioxide.

Which gas is getting emitted makes a difference in the effects on global warming. Methane gas doesn't linger in the atmosphere for as long as carbon dioxide, but it's better at trapping energy. As a greenhouse gas, methane is 22 times more powerful than carbon dioxide.

People with Developmental Disabilities Restoration and Reinvestment Act of 2013 Introduced in NYS Legislature - Advocates will announce support for bill at 2:00 PM news conference in Capitol.

Advocates are joining members of the New York State Legislature today at a 2:00 pm news conference in the Capitol to express support for the "People with Developmental Disabilities Restoration and Reinvestment Act of 2013." People with disabilities and others view the legislation as critical to protecting the quality of supports and services for people with developmental disabilities in the wake of the 4.5% budget cut. The bill, Assembly 6692 and Senate 4777, is sponsored by Assemblyman Harvey Weisenberg and Senator Martin Golden. The Act requires the Legislature to appropriate up to $90 million to fully restore the state funding cut to services for people with developmental disabilities.

The bill recognizes the important measures that were taken in the ?savings plan,? as required by budget language, to minimize the impact of the cut. The savings plan is seen as a very positive step towards restoring the $90 million budget cut. However, it is unclear to what extent that will be accomplished so the Restoration and Reinvestment Act requires an assessment of the savings plan impact. To the extent that the savings plan does not fully restore the cut, the Legislature would fund the shortfall through a contingency appropriation.

The bill also requires reinvestment of savings, provided by greater efficiencies, into services for people with development disabilities. After years of cuts totaling approximately $350 million, advocates believe that current funding levels must be protected. This is especially true because of significant unmet needs, the cost of converting services to managed care and implementing a ?transformational agenda? which includes smaller more person centered services, greater community integration and greater employment opportunities for people with developmental disabilities.

Advocates and leaders said the following about The Act:

?There can be little doubt that State funding reductions to meet the needs of individuals with developmental disabilities will significantly affect quality of care to this vulnerable population. We thank members of the Legislature for recognizing this funding shortfall and making every effort to restore needed financial support.? - Ronald Soloway, Managing Director of Government and External Relations, UJA-Federation of NY

Obama ?deadly serious? about shrinking veterans? benefits backlog: Aide

(Jonathan Ernst/Re??President Barack Obama is "deadly serious" about wiping out the massive backlog in veterans' disability benefits claims by 2015, White House press secretary Jay Carney said on Tuesday. A leading veterans group said Obama must still show that he is "personally" involved in resolving the issue.

The problem predates Obama's arrival in office. But solutions have been slow in coming. According to Iraq and Afghanistan Veterans of America (IAVA), 865,265 veterans had disability claims pending with Veterans Affairs as of May 25. And 575,825 had been waiting for at least 125 days. It's an issue that has attracted attention from various quarters?including?a devastating report from "The Daily Show."

"We believe very strongly that this is something that requires commitment and dedication every day," Carney told reporters at his daily briefing. "The president is deadly serious about the need to deal with this problem. He?s made clear that he expects results."

"Too many veterans are waiting far too long to receive the benefits that they have earned and deserve," Carney said. "And it?s unacceptable." He noted that Obama has directed Veterans Affairs Secretary Eric Shinseki to eliminate the backlog by 2015, saying the issue as being "monitored regularly here at the White House."

Carney's words drew measured praise from IAVA founder Paul Rieckhoff. "It's great to hear through the President's spokesperson that he is 'deadly serious' about reducing the backlog - because this is deadly serious to hundreds of thousands of veterans," Rieckhoff said in a statement emailed to Yahoo News.

"Yet, veterans still need the President to personally address this issue. We continue to hear daily from veterans with injuries who are waiting an acceptable amount of time for decisions," Rieckhoff underlined. "The Commander-in-Chief must offer them clarity on how the backlog will end by 2015, what they should do while they wait to hear from the VA, and what concrete steps he will take to end the bureaucratic logjam that has helped cause this problem."

Carney's comments came after another senior IAVA official told the ABC/Yahoo News program "Top Line" that Obama needed to "step up" and offer a plan for reducing the backlog.

Schumer: Immigration bill to pass Senate by July 4

WASHINGTON (AP) ? A senator guiding an immigration overhaul bill through Congress says he wants the Senate to pass the measure by July 4 and predicts as many as 70 votes in support.

Democratic Sen. Chuck Schumer said Sunday that the bipartisan coalition of lawmakers working on the bill is moving forward over House Republicans' objections. The New York senator adds that the eight lawmakers who developed the legislation would consider amendments to their proposal.

Schumer says that if Republicans oppose an overhaul of immigration laws, they will see their party relegated to minority status for a generation. He predicts voters will punish lawmakers who stand in the way of an overhaul and says House Speaker John Boehner is in a tough spot with conservatives.

Schumer spoke to NBC's "Meet the Press."
