Biopunk roleplay

I wanted to do a roleplay that happened in the turn of the century in a bioshock-like hospital. The patients are handicapped badly either in body, mind, or both and are given implants and prosthetics that start simple and crude and get progressively more high-tech. They are in fact guinea pigs to create super soldiers for the war that goes on outside and are given funds by the rich in hope that they too will one day have augmented capabilities.
