Owner refuses to hand over land; power utility in ... - Real Estate India

MALDA: Chief minister Mamata Banerjee may reassure industrialists on the land issue, but the hurdles remain at the ground level even if the parcel of land is small.

State power utility WBSEDCL has learnt it the hard way when it could not get possession of the acquired land even after compensating the land owner. The land owner refused to give up the already acquired land apparently at the ?advice? of a state cabinet minister.

WBSEDCL wanted the land to set up a power substation. The plot was earmarked, acquired accordingly and even the payment was made to the land owner. But the owner now is adamant. He refuses to part with his land, coming in the way of the much needed power substation for a huge area under the Mothabari assembly constituency within Kaliachak II block.

The 4.5 bigha land situated at Gita More was earmarked way back in 2008. Accordingly, the acquisition notice was served and the land owner Babar Ali was handed over Rs 9.75 lakh as the cost of the land. The acquisition process was completed in the end of 2010.

However, the election afterwards and the change of government have altered the scenario. Babar was advised by local Trinamool Congress supporters that he should not hand over the land and a higher price should be claimed. Babar approached Trinamool minister Sabitri Mitra, who advised him not to hand over the land.

Later, chief minister Mamata Banerjee was briefed about Babar?s case when she visited the area. ?We are not to take land forcibly,? said Mamata. Buoyed with this announcement, Babar too defied handing over his land. Babar claimed that he even went to Kolkata to talk to some state leaders and administrative officials.

Local Congress MLA Sabina Yeasmin held a rally of at least 5000 people on Monday and gheroaed the Block Development Officer (BDO) at Mothabari demanding an immediate solution of the crisis.

She said, ?Owing to poor power supply, more than six lakh people here are suffering acutely. Agriculture is also suffering. Worse, the people cannot get pure drinking water in this arsenic affected area.?

Commenting on the land owner?s move, she said: ?Chief minister?s faulty land policy along with the instigation of local minister had misguided him. In no way can he get back the land for which the acquisition is complete.? She threatened, ?If the BDO could not resolve the crisis immediately, we will launch a greater agitation.? Babar on the other hand said, ?WBSEDCL, while acquiring my land, gave me a paltry amount much less than the actual price. Moreover, promise of a job for one of my family members too was not met by them.?
